Some of the Important Announcements of the Government  

during March, 2008 

DGFT

  1. Public Notice No.122 (RE-2007)/2004-09 dated 4thMarch, 2007 adds new subparagraph under Para 3.2.5 III, of Hand Book of Procedures RE: 2003 to make the supporting manufacturers as co-licensees for DFCE Scheme - 2003-04.

  2. Public Notice No.125(RE-2007)/2004-2009 dated 20thMarch, 2008 allocates additional quantity of 4124 MTs of Raw Sugar for export to EU for the year 2007-08 (October, 2007 – September, 2008).

  3. Addition/Amendments/Corrections in the Input Output Norms in respect of product group – Engineering have been notified by Public Notice Nos. 126 (RE:2007) & 127(RE:2007) both dated 25thMarch, 2008. 

  4. Exports of Coffee, all types covered under ITC (HS Codes `0901’) is made entitled for VKGUY benefits for exports w.e.f. 1.4.2007 vide Public Notice No.128 (RE-2007)/2004-2009 dated 26thMarch, 2008.

  5. M/s TUV SUD, PSB Pte Limited is registered and notified as Conformity Assessment Body in Singapore for certification to meet India’s requirements under Singapore-India Comprehensive Economic Cooperation agreement (CECA) for Electrical & Electronic Sector under the Mutual Recognition agreement as per Public Notice No.129 (RE-2007)/2004-2009 dated 26thMarch, 2008.

  6. DEPB Rates for some of the Engineering Products are temporarily suspended vide Public Notice No.130 (RE-2007)/2004-2009 dated 27thMarch, 2008. This Public Notice also mentions that Export of Non-basmati rice shall not be entitled for DEPB rate under S. No.22C and 22D of the Miscellaneous Product.

  7. Amendments/Corrections in the Input Output Norms in respect of product group – Chemical and Allied Products have been notified by Public Notice No.131 (RE:2007)/2004-2009 dated 28thMarch, 2008.   

  8. Exports of Shrimps and Prawns, frozen/prepared or preserved covered under ITC HS codes 030613 and 160520 and Cashew Shell Net Liquid (CSNL), covered under ITC HS codes 13021920 are made entitled for VKGUY benefits for exports w.e.f. 1.4.2007, vide Public Notice No.132 (RE-2007)/2004-2009 dated 29thMarch, 2008.

  9. DEPB Scheme is extended from 31stMarch, 2008 to till further order vide Public Notice No.133 & 134(RE-2007)/2004-09 both dated 29thMarch, 2008.

  10. Hotel and Tourism related services are now covered by Services Export Promotion Council vide Public Notice No.135/(RE-2007) dated 31.3.2008.

  11. Exports of Oil Cake & other solid residue W/N Grind/in Pills form obtained from Soya Bean Oil extraction covered under ITC HS codes 230400; Soya Beans W/N Broken covered under ITC HS codes 1201; Soya Sauce covered under ITC HS codes 21031000; Soya Milk drinks W/n sweetened or flavored covered under IC HS codes 22029010 and Isolated Soya Protein covered under ITC HS codes 35040091 are made entitled for VKGUY benefits for exports w.e.f. 1.4.2007 vide Public Notice No.136 (RE-2007)/2004-2009 dated 31stMarch, 2008.

  12. Notification Nos.82, 83, 84 & 89 (RE-200&)/2004-2009 dated 5thMarch, 2008, 11thMarch, 2008,17thMarch, 2008 & 27thMarch, 2008 respectively,  notify restrictions on export of Basmati & Non Basmati Rice.

  13. Notification No.85 (RE-2007)/2004-2009 dated 17thMarch 2008 prohibits export of all edible oils under chapter 15 of Schedule I ITC (HS) with effect from 17.3.2008 for one year. 

  14. Prohibition imposed on export of Non-basmati rice shall not be applicable to quantities being loaded in the ships at the time of ban under the transitional arrangements as per Notification No.87(RE-2007)/2004-09 dated 24thMarch, 2008.

  15. Prohibition imposed on export of Non-basmati rice shall not be applicable to export of 40,000 MT of non-basmati rice to the Republic of Sierra Leone through PEC vide Notification No.88(RE-2007)/2004-09 dated 26thMarch, 2008.

  16. Policy Circular No.32(RE-2007)/2004-2009 dated 13thMarch, 2008 notifies the cut off date as 31stof July for filing applications for import of Sandalwood for each licensing year.

  17. Policy Circular No.33(RE-2007/2004-09 dated 17thMarch, 2008 clarifies that for extension of block of years for fulfillment of export obligation under EPCG Scheme only above 50 cores licences to be forwarded to DGFT (HQ) for consideration by EPCG Committee.

  18. Policy Circular No.34(RE-2007)/2004-2009 dated 24thMarch, 2008 clarifies the issuance of Ad-hoc Advance Authorisation under Para 4.7 for Readymade Garments of Textile, Leather and Para 3.9.1 of Policy Circular No.20 dated 4.12.2007.
